mind is that the Engineer late in charge was a very capable man for designing and for superintending construction by any European Contractor; but his temperament was such that he could

pot appreciate the methods and special difficulties of Chinese

Contractors. His want of patience and possibly tact on the one

hand and the procrastination of the Contractor on the other, seem

to have produced mutual want of confidence and mutual dislike.
